Do I need shaders for Metals Ultra to work?
Yes. PBR and POM only render through a shader pack that supports them, so without shaders you'll just see flat textures. Enable a compatible shader in your shader loader's menu to see the shine and depth.
How do I know if PBR and POM are actually active?
Look at a metal block up close and move around it; with PBR and POM on you'll see reflections shift and the surface appear to have real depth. If it looks flat and matte, the shader or resource pack order is the problem.
Why do my modded metals still look vanilla?
The pack only covers modded metals it has support for, so a metal from an unsupported mod will keep its default texture. Check whether that mod's metals are in the pack's supported list before troubleshooting anything else.
