No. Fast IP Ping is client-side only, so it works on any server as long as it's installed on your game. The server doesn't need the mod and other players won't be affected.
How do I know Fast IP Ping is actually doing anything?
Compare the ping time and join delay for a server you connect to by raw IP before and after installing the mod. If the delay drops noticeably, especially for servers with no domain name, it's working.
Does Fast IP Ping work on servers that use a domain name instead of an IP?
It has little to no effect there, because the mod only skips the reverse DNS lookup for direct IP addresses. Domain-based servers already resolve normally, so you won't see a speed change.
