No, Camera Utils is not compatible with OptiFine, so you'll need to choose one or the other. If you want shaders or performance tweaks alongside Camera Utils, use an alternative like Sodium or Iris instead.
How do I zoom in smoothly instead of instantly?
In the Camera Utils settings, enable smooth zoom and adjust the zoom speed/transition option so the camera eases in and out. Without smooth zoom enabled, the zoom snaps directly to the target level.
