Load the resource pack in your world settings by going to Options > Resource Packs, finding Taco's Rainbow XP Bar in the Available list, and moving it to Active. Your XP bar will display the rainbow gradient the next time you gain experience.
Will this work with my other resource packs?
Yes, but pack order matters. Place Taco's Rainbow XP Bar above other packs in your Active list if you want the rainbow bar to show; if it's below packs that also modify the XP bar, those changes may override it.
