No, the pack works as a standalone visual upgrade that replaces potion bottles with 3D models in vanilla Minecraft. The cauldron skin feature requires the Just Like Cauldron mod, but you can use the pack without it and still get all the potion improvements.
Why do my potions still look flat?
Make sure the resource pack is enabled and ranked above any conflicting packs in your resource pack list. If you're using other mods that modify potion textures, those may override this pack—try moving Dimension Red's Alchemy to the top of your load order.
