How do I know if No Chat Reports is actually working?

What's the difference between installing No Chat Reports on the client vs the server?

On the server alone, the server stops demanding signatures and won't accept reports, protecting all players regardless of their client. Installing on both sides gives the most consistent behavior.
Why can't I see chat messages from other players after installing this?
This usually happens when the client and server disagree about whether messages should be signed — for example, a vanilla server still requiring signatures while your client refuses to send them. Make sure both sides run the mod, or set the server to not require signatures so unsigned messages are accepted.
Can I still report other players' messages if I want to?
