Use the monument's existing architecture to your advantage. You can build shelving into alcoves or use the monument's layout to naturally frame your enchanting area. The mod requires no special preparation of the water or blocks—just place your enchanting table and bookshelves as you normally would, and they'll detect each other underwater.
