How do I get weapons with attributes?

Can I add attributes to a weapon that doesn't have any?
No, you can only reroll or upgrade existing attributes on weapons that already have them. If a weapon spawned without attributes, you cannot add them retroactively.
What's the difference between rerolling and upgrading?
Rerolling randomizes the attributes on a weapon to get different ones, while upgrading increases the effectiveness of attributes you already have. Rerolling uses Lapis Lazuli and upgrading uses Diamond in an Anvil.
Do I lose my attributes when I reroll?
