Do I need a shader pack for this resource pack to work?

What's the difference between the base pack and the complete pack?
The base pack uses 128x resolution textures for all blocks, while the complete pack offers higher resolutions up to 2048x for extreme detail. Choose based on your computer's power—higher resolutions look better but demand more VRAM and processing.
My game is stuttering and running slowly. How do I fix it?
