How do I turn off the water overlay without making water invisible?

Does this pack work in both Java and Bedrock?
The pack is made for Java Edition resource pack format, so Bedrock needs a separate conversion or a Bedrock-specific version. If you're on Bedrock and nothing changes, that's usually why.
