Yes, the Abyssal Core ore only spawns on outer End islands after the Ender Dragon is defeated. You won't find any ore to mine until you've completed that fight.

Mine Abyssal Core ore to collect dust, combine four dust into shards at a crafting table, then surround a Netherite ingot with eight shards at a crafting table to create an Abyssal Core ingot.
