World Weaver (WoVer) is a utility mod aimed at modders rather than regular players. Its purpose is to simplify and optimize the tasks involved in creating and managing worlds, so developers can spend less time on repetitive setup work.
It is the successor to BCLib, meaning it takes over that library's functionality and builds on it. If you were already using BCLib in your setup, World Weaver is intended to be the smoother, improved replacement going forward.
