Where the Setting Lives
Weaker Spiderwebs reads its breakSpiderwebDelay value from the config file on the machine running the game. In multiplayer, that means the server's config controls the behavior for everyone, not each player's local file. If you are the server owner, edit the config in the server's config directory.
Applying Changes for All Players
Open the server config, adjust breakSpiderwebDelay to the value you want, save, and restart the server. Because the delay is handled server-side, every player walking through a cobweb will experience the same break timing. Clients do not need matching values for the effect to work, though keeping them consistent avoids confusion.
Choosing a Fair Value
For survival servers, a moderate delay keeps cobwebs meaningful as a minor obstacle while removing the frustration of getting fully trapped. For creative or minigame servers, a very short delay keeps movement fluid. Pick one value and communicate it, since players cannot override it individually.
