For true mode separation:

1. Create separate world folders for each game mode

2. Each world has its own config folder

Hybrid Solution

Provide a basic, universal kit that works across all modes, then use other systems (commands, custom plugins, or additional mods) to supplement with mode-specific items after spawn.
