Rule Out the Obvious First

If swirls are still showing, the pack is almost never broken — it is usually not loaded or is being beaten by another pack. Work through these in order.

Step-by-Step Troubleshooting

1. Open Options and go to Resource Packs. Confirm the pack sits in the right-hand Selected column, not the left Available column.

2. Look at the order of selected packs. Minecraft applies packs from the bottom of the list upward, so the topmost pack has the final say. If another pack also changes particle textures, move this one above it.

3. Check you are not running a mod that re-adds particles. Some performance or visual mods have their own particle settings, and a few add extra effect visuals. If you use one, look for a particle-related option in its config and disable it.

4. Verify the pack is compatible with your game version. A pack built for a different version may load without error but fail to replace the texture. Try it on a fresh world with no other packs selected to isolate the cause.

5. Restart the game after changing pack order. Reloading via F3+T usually works, but a full restart clears cases where the texture was cached.

If It Works in Singleplayer but Not on a Server

Server-side resource pack prompts can override your local selection. Decline the server pack, or re-select this pack after joining, then reload resources.
