How to Fix Wolves Still Looking Default After Enabling the Pack
Check Pack Order First
The most common cause is load order. Open Options → Resource Packs and look at the Selected column. Packs higher in the list override those below. If another pack that retextures mobs or wolves sits above this one, it wins. Drag this pack to the top of the Selected list, or above the conflicting pack, then click Done to reload.
Confirm the Pack Is Actually Selected
It is easy to leave the pack in the Available column by mistake. Make sure its icon is in Selected, not just present in the list. If it refuses to move, the pack file may be malformed or built for a different game version's pack format, in which case Minecraft may show it as incompatible and decline to enable it.
Rule Out Other Causes
If order and selection are correct, check whether you are looking at the right mob — some packs retexture only adult wolves, and baby wolves may look different. Also try pressing F3 + T to reload resources, or fully restart the game, since texture changes sometimes need a fresh load. Finally, verify the pack is meant for your game version; a pack built for a much older format can fail silently or be rejected outright.
