When you use the stand arrow, there's a chance you'll awaken a stand. If successful, you'll receive a stand and can begin using its abilities immediately. If the attempt fails, you may need to craft another arrow and try again.

Alternative Method

You can also obtain a stand by finding and using a stand disc. These are rarer but work similarly to stand arrows. Once you have a stand, open the stand menu with /trigger svm.jj.menu to view your new stand's information and available moves.
