How to Make Your Eye of Ender Blink (and Fix It If It Doesn't)

Confirm the resource pack is actually active

A blinking Eye of Ender only appears if the pack is loaded and sitting above any other pack that also touches the same texture. Open Options, then Resource Packs, and check the right-hand "Selected" column. If another pack is listed below this one and it also edits the Eye of Ender, that lower pack wins and you will see its static texture instead. Drag this pack to the top of the selected list, then click Done.

Get an Eye of Ender in front of you

The blink is a texture animation, so you need the item rendered somewhere you can watch it. Craft or obtain an Eye of Ender, hold it in your main hand, and look at it in third person (the F5 key cycles camera views). You can also drop one on the ground and stand still, or place it into an item frame. The animation loops continuously, so if the texture is applied you should see the eyelid open and close on a repeating cycle rather than a frozen image.

If it still looks static

Make sure you are not looking at a renamed or enchanted variant that another pack overrides, and reload packs by pressing F3+T (this reloads textures without restarting). If the item is still frozen, temporarily disable every other pack and test this one alone to isolate the conflict.
