It increases the distance at which bookshelves can be placed from an enchanting table while still contributing to its maximum enchanting capacity. This lets you reach the level 30 enchantment power with bookshelves placed farther away than vanilla allows.

You still need a total of fifteen bookshelves to reach the maximum enchanting capacity of level 30. The mod changes the allowed placement distance, not the number of bookshelves required.

In vanilla, bookshelves must be placed at most one block away from the enchanting table for their effect to count. If they are placed any farther, they do not contribute to the table's enchantment power.

The maximum enchanting capacity is level 30. It is achieved by having fifteen bookshelves placed within the valid range of the enchanting table.
