Yes, the mod adds both splash and lingering variants of the Potion of Decay. The lingering version can then be used to craft Arrows of Decay.
How are Arrows of Decay made?
They are crafted from lingering Potions of Decay, the same way other tipped arrows are made. When fired, they apply the Wither effect on hit.
