A fresh Atlas starts empty until you actually explore terrain while carrying it. Move around the world with the Atlas in your inventory or hand and the map will fill in as you go.
How do I add more maps to my atlas?
You expand an Atlas by combining it with additional map items, which merges their coverage into the single book. This is how you grow the atlas from a small local map into a large multi-region chart.
Does the atlas work in the nether and end?
Yes, the Atlas tracks terrain across dimensions separately, so each dimension keeps its own mapped area. Switch dimensions and the atlas will show the map for wherever you currently are.
