No tumbleweeds are spawning. Make sure you are in a dry biome from the spawn whitelist, in the open with sky access, and that spawnChance/maxPerPlayer are not set too low. New chunks and daytime rolls help them appear.

Tumbleweeds drop nothing. Check that enableDrops is on, and that dropOnlyByPlayer matches how you are destroying them (with it enabled, only player-broken tumbleweeds drop).

Can I change what they drop? Yes - edit the tumbleweed drop tags (common/uncommon/rare/epic) in a data pack.
