Permissions & Ranks

Every other plugin on a server asks the permission system whether a player is allowed to run a command, so this layer has to be right. These plugins define groups and ranks, handle inheritance so a moderator automatically gets everything a member has, apply chat prefixes and suffixes, grant temporary permissions, and scope rights per world or per region.
