Mob decorations

Winterly can dress mobs up on its own. When it is on, mobs have a chance to appear already wearing something festive, which is what makes a snowy biome feel decorated without you placing anything.

Three settings control it: whether it happens at all, how often it happens, and whether it should be limited to the winter holiday period rather than running all year.
