Required Machines

Steel production needs two machines working together: a Metallurgic Infuser and an Enriching Factory. The Metallurgic Infuser is the only machine that performs the metallurgic_infusing recipe, which is how Steel Ingots are produced. Craft the Infuser from Osmium, a Basic Control Circuit, and Iron. Place it next to a Basic Energy Cube and connect both with a Basic Universal Cable.

The Steel Recipe

Steel requires Iron and a carbon source. Charcoal is the easiest carbon to obtain early. Run Charcoal through an Enriching Factory to produce Charcoal Dust, or use Coal Dust from crushing Coal. Insert the carbon dust into the Metallurgic Infuser's infusion slot and Iron Ingots into the input slot. The Infuser combines them into Steel Ingots. Each cycle consumes one Iron Ingot and a portion of the stored carbon.

Scaling Up

A single Metallurgic Infuser is slow. Build a second Infuser and split your carbon supply between them, or upgrade the Infuser with a Basic Tier Installer to increase its speed. Store finished Steel Ingots in a Basic Bin so they stack beyond the normal inventory limit. Steel is used in Boiler Casing, Boiler Valve, and many mid-tier machines, so keep a steady supply running while you build out the rest of your base.
