No, NeighborCraftResources works in vanilla Minecraft without any mods. Just load it as a resource pack and you're ready to play.
Will this pack work with my existing modpack?

Why do some of my blocks still look vanilla?
This pack retextures 149 blocks and 58 items, so any blocks or items not in that list will keep their default appearance. Mods that add new content won't be covered either.
