When the config has toggled Botania integration and Botania is installed, the mod will add a way to store mana.

Mana Folders act like Botania's Band of Mana or Mana Tablets. They can store mana in significantly larger quantities, and tools and items that consumes mana can use it. When the mana folder is put in a mana cabinet, the filing cabinet can act like a mana pool, letting one put a spark on top of it, spreaders to shoot mana into it, or used as a reservoir for terrasteel crafting.

There are two different ways to have a mana cabinet, differing on the minecraft version installed:

For 1.10.2 before mod version 1.4:

Craft a Mana Upgrade and upgrade any filing cabinets with it.

For 1.11.2 and onwards:

Just craft a mana cabinet using this recipe.
