The REDIA Tool sits at the end of a short progression chain. You need Coarse Iron Grit, Coarse Gold Grit, and Charged Lapis before you can assemble it. Each of these comes from a distinct step, so plan the order.

Producing Charged Lapis

Charged Lapis is not plain lapis. It is produced through one of the mod's processing recipes, using lapis as the base input. Set aside a stack of lapis specifically for this conversion rather than spending it on dyes. Once you have Charged Lapis, combine it with the grits in the extended crafting recipe for the REDIA Tool.

Using the REDIA Tool

The REDIA Tool is a multi-purpose implement. Treat it as a general utility tool rather than a single-function item. Because it consumes grits and Charged Lapis in its recipe, keep spare materials in a Material Storage Box so you can recraft it if it is lost.

Order of Operations

Crush ore for grits first, then convert lapis to Charged Lapis, then craft the tool. Doing the steps out of order means you may smelt grits by mistake or spend lapis on dye before it is charged. Store finished grits and Charged Lapis together so the final craft is a single sitting.
